Turning federal designation into construction requires sustained state policy leadership and coordinated state transportation advocacy. While the I-27 designation establishes national significance, delivery of the corridor ultimately depends on each state’s transportation planning, funding, and project prioritization processes. The Ports-to-Plains Alliance works directly with governors, legislatures, state DOTs, and regional partners to ensure Future Interstate projects are reflected in state transportation plans and capital programs — such as the Unified Transportation Program (UTP) in Texas. This advocacy focuses on advancing feasibility studies, securing matching funds, and elevating corridor segments within competitive state funding frameworks. By maintaining continuous engagement at the state level, the Alliance aligns federal objectives with on-the-ground implementation, ensuring Future Interstate investments progress from planning to construction across all participating states and deliver tangible mobility, safety, and economic benefits.

State Advocacy

Effective delivery of the Future Interstate Corridor depends on proactive state transportation advocacy aligned with federal priorities. The Ports-to-Plains Alliance advances its state policy agenda through a dedicated State Consultant team, drawing on the legislative and transportation expertise of Cheri Huddleston and Hance Scarborough LLP. This approach includes direct engagement with state legislatures, coordination with state DOT leadership, and ongoing advocacy to elevate Future Interstate projects within state funding programs. The Alliance also translates complex feasibility studies and technical analyses into actionable policy language, helping lawmakers and agencies align planning, budgeting, and prioritization decisions with long-term corridor implementation goals.

Texas and New Mexico are leading the way in advancing the Future Interstate Corridor, building on the formal I-27 designation to convert federal recognition into funded projects, prioritized state plans, and on-the-ground construction that sets the model for multi-state corridor delivery.

Contact your state legislators, County Commissioners, and Mayors and ask them to support state legislative resolutions endorsing the corridor and to prioritize state funding for planning, feasibility, project development, and construction.
