Gloria, a long time citizen of Big Spring, Texas, has been involved with Ports-to-Plains Trade Corridor since 2000, representing the City at Ports-to-Plains Alliance meetings. She was elected to the Ports-to-Plains Board in October 2013. During those years she served nine years on the Big Spring City Council, including two of those years as Mayor Pro-Tem. This service contributed a significant change to the community including the forth coming reliever route near the Industrial Airplex, which has been completed and was dedicated July 20, 2016. Born in Clayton, New Mexico, graduated from Big Spring, Texas High School, she then relocated to Dallas, Texas and received her certification in the then advanced Technology of Radiology and X-Ray. Following raising a family while serving in the medical field – she eventually returned to Big Spring in 1979 to be alongside senior parents. At the age of 47, she obtained an Applied Science degree in Nursing from Howard College and eventually was Nursing Director of a medical facility until retirement in 1999.

During civic years and in addition to serving as Councilwoman, she served on the Housing Authority Board, Dora Roberts Rehabilitation Board, Scenic Mountain Medical Center Radiology Advisory Board, American Heart Association Board, Chamber of Commerce Board, and American Cancer Society Board. Gloria also was founding member of Relay for Life, founding member of Hangar 25 Air Museum, Chair of Convention & Visitors Bureau Board, Big Spring Main Street (town revival) Board, Tax Abatement Committee, Friends of the Texas State Park, among other volunteer efforts.

Her family includes two sons and a daughter-in-law, three grand-children, one great grandchild and husband, Bobby.

Gloria was honored in 2012 by being chosen as "Woman of the Year" in Big Spring Texas.
