New Mexico plays a pivotal role in completing the northern extension of I-27 and advancing the Future Interstate corridor. The US 64/US 87 corridor, already upgraded to a four-lane divided highway, serves as the critical northern link connecting Texas to Raton and onward to the Heartland Expressway. This segment transforms I-27 from a state-focused route into a true multi-state corridor with national significance. New Mexico’s success in securing federal Future Interstate designation reflects years of coordinated advocacy and strong, bipartisan I-27 support from the state’s Congressional delegation. With the corridor already meeting many Interstate-ready standards, New Mexico is well positioned to advance planning, secure additional funding, and close remaining gaps. Completing this northern route strengthens regional connectivity, improves freight mobility, and anchors I-27 as a continuous north–south corridor linking energy, agriculture, and trade markets across the Heartland.

Federal & State Partnership

Strong federal and state partnership has positioned New Mexico as a leader in advancing I-27 and the Future Interstate corridor. This collaboration focuses on securing resources for final engineering, design, and environmental studies needed to meet full Interstate standards — ensuring federal designation translates into deliverable projects and long-term corridor completion importance.

US 64/87 Interstate Feasibility Study

Following designation of the Ports-to-Plains Corridor in New Mexico as a Future Interstate in the FY2022 Appropriations legislation, interstate highway planning would be initiated along U.S. 87 / U.S. 64 between Clayton and Raton. Planning funds would support Project Definition and the full feasibility process, including Phase A (Alternative Identification and Screening), Phase B (Detailed Alternative Analysis), Phase C (Environmental Documentation), and Preliminary Design. Although the U.S. 87/64 segment already functions as a four-lane divided highway, this effort is essential to advance it to Interstate standards. The project would also include City Location Studies for the Village of Des Moines and the community of Capulin in Union County, ensuring corridor continuity and local compatibility as the Future Interstate moves forward.

Economic & Tourism Impact

The extension of I-27 between Texas, through Clayton into Raton, New Mexico delivers measurable economic value across northeast New Mexico and the broader region. An economic impact study shows that improved Interstate connectivity strengthens freight mobility linking energy production in the Permian Basin, including Hobbs, New Mexico, to national markets while reducing travel times and logistics costs. The corridor also enhances tourism access, supporting increased visitor traffic to Taos, northern New Mexico destinations, and regional gateways along the I-27 route. By improving safety, reliability, and year-round mobility, I-27 positions rural communities to capture new business investment, expand workforce access, and support supply chain efficiency. Completing this Future Interstate segment reinforces Raton’s role as a strategic transportation hub and ensures northeast New Mexico fully participates in the economic growth generated by a connected, high-capacity north–south corridor.
