- Lack of Commercial Service resources on both sides of border
- Many small and medium-sized manufacturers are reluctant to export
- Purchasing decisions may be made in local plant at border, in Mexico
City or the US or through a global committee
- Lack of manufacturers reps on the Mexican side of the border.
